The 9/11 attacks have seemed to accentuate a trend in terrorism of fewer attacks with more fatalities.

Whatever the reason for why terrorists act the way they do, their main goal is to promote fear among the public at large.

Biological and chemical weapons are comparatively cheap and easy to manufacture.

Biological weaponry is especially dangerous because it can be contagious and its effect can be felt for an indefinite period of time.

Germany was largely responsible for sharing biochemical weaponry with Iraq.

Saddam tried out his new weapons on approximately 1700 Iranians, who were maimed or killed by the weapons.

During United Nations inspections, Iraq would only reveal their work on a particular chemical or biological agent after the inspections unveiled evidence of its involvement.

One can’t taste or see chemical weapons; they are colorless and odorless.

Al-Qaida has evolved into a global network with cells (organized groups) all over the world.

It is the objective of the al-Qaida organization to kill at least four million Americans.

Al-Qaida’s training focuses on how to inflict terror through the use of various types of firearms, explosives, chemical weapons and other weapons of mass destruction.

In 1993, bin Laden began efforts to obtain nuclear bomb materials.

On February 22, 1998 a Fatwah from Osama bin Laden was issued stating, “in compliance with God’s order, we issue the following Fatwah to all Muslims: the ruling to kill the Americans and their allies, including civilians and military, is an individual duty for every Muslim who can do it in any country in which it is possible to do it. …Kill Americans — including civilians — anywhere in the world where they can be found.”

Recent trends indicate the potential for terrorists to expand their capabilities by utilizing chemical, biological or nuclear weapons.

No community is immune from the potential of a terrorist incident.

Hijackings of airplanes can be dated back as far as 1931.

Terrorists utilize the electronic media to achieve their purposes of intimidating the public and gaining support and sympathy for their actions and positions.

The safety of our country and the transportation sector is not only in the hands of city planners, transportation authorities, the Department of Homeland Security, police officers, or the President of the United States. It is in the hand of every American.

 

Violent Gangs

More than 800 F.T.R.A. members have been identified.Homicides, thefts, rapes and assaults are among the crimes committed by F.T.R.A. members.

According to the Federal Railroad Administration, there were approximately 560 trespass deaths across the United States on or near railroads tracks in 1998.

The F.T.R.A. are a loose-knit organization, and if organized they would be very dangerous.

The California Department of Corrections prohibits individuals under its jurisdiction from participating in gang activity and has maintained a proactive stance in the arena of gang suppression.

A high percentage of gang violence on the streets is related to prison inmates who have called a specific action and vice versa.

Pelican Bay staff is attempting to cope with the continuous inter- and intrastate movement of gangs and their criminal activity.

Gangs and their criminal activity pose a threat to the security of prisons and jails and are a clear and present danger to public order and safety.

Currently, there are 42 validated Asian gangs in Sacramento, and the number is increasing at the rate of about one per month.

The total number of validated Asian gang members in Sacramento now totals 735 and increases at the rate of approximately four per month.

Current crimes being committed by Asian gangs are running the full spectrum of the Penal Code, and the propensity for violence is ever present.

To combat and prevent these trends, Sacramento law enforcement agencies have been and continue to present anti-gang seminars and classes for educators and students.

In Sacramento, the number and frequency of finding smaller methamphetamine labs have increased.

It is not uncommon for methamphetamine labs to explode and catch fire because the process entails mixing chemicals.

Methamphetamine is also known on the streets as “meth,” “crank,” and “speed.”

The most popular method of manufacturing methamphetamine entails mixing dangerous chemicals including hydriotic acid.

Even though cocaine is coined the “drug of the ‘80s” by many experts, it is still very popular.

The quick cycle of ups and downs experienced by rock cocaine users contributes to crack cravings, which can result in dependency in a matter of days.

Black tar heroin is increasingly popular because of its high purity at the street level.

The dangerous reality is that the Hell’s Angels are the largest, most powerful outlaw motorcycle gang in the world.

There are more than 160 Hell’s Angles chapters located in over 20 countries.

The Hell’s Angels Motorcycle Club (HAMC) has become a very sophisticated international criminal organization that is second only to the Italian Mafia.

The ball peen hammer has become the weapon of choice by many Hell’s Angels and is carried routinely concealed under their vests.

The anger the HAMCs have toward law enforcement is extremely high and volatile.
